My problem is similar, but no 12V to the main bulb connector. The smaller bulb (no idea what it's purpose is) works fine, but that bulb was definitely blown.
Replaced the 10a headlamp fuse, bought new H4 headlamp bulb, main light still doesn't work.
Doesn't work when the dimmer switch (hi/low beam) is toggled in either position. Don't know how to measure for 12V at the toggle switch, sorry 
Oldroadie mentioned the relay... where is it located? Where else, besides the fuse box (12V is present there) can I check for where the 12V gets lost?
