for their achievement. As a former HOA merit badge counselor, the work, study and time involvement necessary for a young man to complete the requirements for Eagle is formidable. It takes individual dedication and perserverence...and the support of parents, mentors and peers alike. Subsequently roughly only about 2% of Scouts ever make the rank of Eagle!
