Yeah, there isn't much a difference between the two types as you've noted, with probably the primary difference being the exhaust pipes, with high pipes for Scramblers necessitated by the need to keep them high and away from boulders and other large objects one would find out in the wilds, and low pipes(as shown on my bike pictured above) because the need for high pipes isn't required due to a street-legal "Street Tracker"(with lighting) evolving from the American-style Flat or Dirt Track style racer and racing where those objects don't exist.

And usually the Flat/Dirt/Street Tracker has a one piece seat and tail section that differs in style from the classic Scrambler-style motorcycle, also.
