The manual (Haynes) says 30nm for the riser bolts under the tree, they call it something else so was not sure and it seemed kind of light, just trying to confirm what it is?

That's a substantial chunk of aluminum in the risers with some big heavy threads , so "tight" like Ian put it won't hurt a bit.
