Every American's taxes went up at midnight Dec. 31, back to the Clinton rates. The Senate "fix", restores the Bush rates for everyone under $400,000 a year and the SSA tax goes back to the 6.2%. The house hasn't voted on this "fix", so it's not law. This can be spun all kinds of ways, the President gets his tax on the "rich" and the House gets to technically cut taxes for everyone else. Great theater that confuses politics with good economic policy. The real battle comes in about 90 days, something the markets won't be able to blow off.
