That's hard to say by just looking at the pics over the Internet, Mike. Mating a proper rotor(one that's sweep fits into the caliper and where the brake pads will hit it) and one which is positioned inline to the caliper's opening will probably have to be one of those "fettle" jobs and done at hand and by using spacers.

Well, as the ol' sayin' goes, you can make anything fit or work. It all depends upon how much time and money ya wanna spend doin' it.

13" long sounds like it was hooked up to Harley Wide Glide forks. Our bikes' axles are only about 10" long, which means you'll have to cut down the length of that one...not a big deal though, and then by using the correct sized axle spacers. However, I'm not sure of the diameter of the stock BA/Speedie axle(though I think they're bigger than 19mm), and so in this regard your major concern would be that this axle would fit tight enough inside the forks so that the pinch-bolts on the forks hold the axle in place.
To be honest with ya here I'm of the mind that your best bet would probably be to forget using the one you purchased on ebay and just have someplace like Buchanan's here...

...lace up a new 21" 36-spoke rim to a BA stock hub, though of course you'll only be runnin' a single rotor up front this way.
(...that is unless you can find one of those very rare twin-rotor Triumph Thunderbird Sport hubs out there, but one of those babies will probably cost ya a heck of lot more than a stock BA front hub would)
