I admit I know very little about the governing agencies regarding the sport, but it seems as though the USADA is only requesting that his titles be yanked.. there seems to be some dispute between them and the international cycling organization as to their authority to actually do so.
It's really a no win situation for Lance.. he is damned if he fights, he is damned if he gives up. If he fights the charges, it's possible that the court battle could go on for years and cost millions of dollars and still not have a positive outcome. I would probably do the same thing if I were in his situation. Lances lawyer summed it up nicely:

He will still be a champion to me.. regardless.
