Disclaimer: He's never failed a drug test, the findings are based on testimony by competitors that consistently failed drug test, USADA doesn't follow the American tradition of fourth amendment rights of the accused ( it's ran as an administrative law court, FEC,IRS,FCC,EPA,etc. accused is assumed guilty), the World Anti-Doping Agency must stand by USADA findings due to agreements, He can appeal to the Court of Arbitration for Sport, CAS almost never sides with the athlete, CAS history suggest that if the athlete opens his or her mouth to defend themselves the "normal" sanctions are usually doubled.
