The two officers fired 16 rounds from about eight feet
One double tap should have been more then sufficient.
If both officers fired at the same time, that's four rounds. And ALL should have struck the intended target.
Now these are the people who should be trained and prepared to handle their firearms efficiently and as safely as possible in a crowded environment.
Imagine if say, twenty bystanders pulled high capacity semi autos and started shooting as safely and efficiently as the trained professionals did in this case.
