Both plugs fouled? Maybe a tank of duff gasoline; I'd be tempted to drain the tank and run some fresh fuel with some Seafoam or another cleaner and a set of new plugs as a start. That would at least eliminate or confirm the fuel chain. Does the battery have a decent charge?
