I currently have a HD Softail Duece Sissy bar (CLICK HERE FOR INFO) and it mounts to the fender with 3 bolts. Had to drill holes for them. I felt comfortable with it because the mounting of it, like the one in this thread, goes under the passenger and seat so when you're riding 2 up your passenger's weight is on the mounting so it would be extremely difficult for it to rip out. I like the idea of this one better than what i have because I don't like the look of a sissy bar but the GF won't have it any other way. With the one in this thread you could take the actual sissy bar off in seconds and leave the mounting plate and still retain the "stock" look of the bike. With the HD Duece it is a little more involved to take it off. Would really love to see pics of it on.
