Didn't clean anything, but I took out each fuse and put them back in a billion times. Didnt see anything dirty or corroded really.

How do you clean something like that?

I use a cleaner called DeOxit. Spray a little on the surface and then plug the fuse, in a couple of times to burnish the surface, followed by dielectric grease to seal the connection. Really, you could do the same with WD-40, I just use DeOxit at work and it's my favorite cleaner for these situations.

Did you swap the main fuse out? Sometimes they look ok but are really blown.
