At a minimum, if its not DOT and/or Snell, its not worth putting on your head, regardless the price. Also, most face impacts in a crash are on the lower face/jaw, so I recommend a full face helmet.
After that, its about the quality of the materials, features, etc. A cheaper helmet may weigh more, have less smooth operation, poorer venting, etc, but it will still protect your head just the same as an expensive helmet - they all meet the same standards.
More and more, the less expensive helmets have the basic features and quality you'd want, and since they are supposed to be replaced every five years anyway (Snell recommendation), why outlay a lot of money?
More expensive helmets can have better wind noise isolation, head stabilization at speed, anti-fogging, etc., but imo that is more important on a sport bike or for high-speed riding. On a cruiser, its not as critical.
