Why do you think it is the brushes? I have never heard of anyone needing to replace them let alone the starter. Usually problems are related to the circuit somewhere. Bad battery connections, defective relay, neutral safety switch, low battery, etc etc.
Can you give us some of the symptoms? Cranks slow, not at all, any noise?
