It's interesting, one of the legal precedents used when folks try to overturn helmet laws is the court case which challenged the seat belt ignition interlock, where you could not start your car until the seat belt was fastened. The result of the case was that manufacturers had to quit building in the interlock because safety equipment could not be mandated.
Now, we have seat belt laws. Go figure.
