It goes a bit easier if the bottom nut is backed off, the cable threaded rod is popped off the bracket, the top nut is adjusted to the proper length, cable assembly is reinstalled, and the bottom nut is tightened. It also helps to make sure that the top nut is properly positioned in the bracket before tightening the bottom nut. Each cable is adjusted separately. It can be a bugger, but doesn't have to be.
