First of all, the title of this post should be "Look ma, no BRAINS." Intentional stupidity at its worst.
Here in the good ol' US of A, it might have been much more difficult for this guy to have paid any penalties at all for doing this based on this photo. Why? Because, as a defense in court, he is not identifiable except by the license plate number on his bike, so no real proof could be made that it was him riding and texting. :bang head:
