Well Jeff, I hate to go "all ethnic" here, but I THOUGHT the predominate Asian mentality/culture pretty much consisted of that old axiom: "The raised nail should always get hammered down". In other words, stay quiet and don't rock the boat.
(...but like I said, I "thought" this might be the case in Asia, but I could be wrong...you would know best here, I suppose)
