Yes and they can be plugged in as well (link) . The production of electricity is akin to an alternator charging a battery on a regular car, although a lot more efficient it is still limited. Real savings comes from plugging into the electrical grid where the prices are cheaper (less highly taxed).

That of course raises another issue. Gas tax was supposed to pay for the infrastructure. What happens when people switch en mass to electrical. The government will have to increase taxes to electricity.
