Too much or too little water seems to be the crux of it. Warm weather can cause heavier rains due to heavier evaporation in some areas coupled with condensation, or conversely coupled with high pressure areas could lead to extended drought periods. And when you've go a few billion people to feed and already depend on the West to supply a good chunk of your grain for food and cattle feed, that could be a MAJOR issue to them.
