I grew up on the shores of the Ohio River. When I was a kid it was terribly polluted. By whatever means they decide these things (I think it's based on shoreline length) Kentucky has regulatory control of commerce and some other things on the river. Pittsburgh was the biggest culprit. Kentucky fined the crap out of Pittsburgh industries but they always managed to tie it up in court and never ended up paying the total fines. So they tried a different track. They allowed Pittsburgh industries to dump as much pollution as they wanted in the river...but Kentucky would tax it. No appeals in court.
The river began cleaning up almost immediately. Rivers are living, moving entities. Within a couple years my friends an I could swim in it without getting sick. Now, 40 years later, everyone from Pittsburgh to New Orleans benefit. Pittsburgh lost most of it's steel manufacturing to cheaper stuff from Japan but has re-emerged as a high tech hub with clean air that people actually want to move to.
Long range...you gotta think past next Tuesday.
