I wish we could just get the NYC people here (meaning where I live) to keep trash in their cars until they get home or to a public trash receptacle instead of tossing it out the window all over the place and use trash pick up instead of tossing bags of trash along the roads. Was clean here before they invaded so it stands to reason they are the guilty.
