That picture of the bags mounted are utilizing Easy Brackets which move them out a few inches.
If you mount them direct they would actually be closer to the fenders.
Modifying the lights shouldn't be a problem.
Even if you have to remove the stalks, you could wire up the lights on the bags to serve the same purpose.
