In Virginia no external lights allowed on a vehicle unless they are DOT approved and labeled as such. That includes all of the LED engine lights on motorcycles, when the bike comes in for annual safety inspection they get rejected. So owners remove them to get an inspection sticker then re-install them...then it's up to the cops to stop and ticket them on the road.
