Excellent point here, Chy...especially the part of the above that I highlighted. If a motorist can be cited for going too slow and/or not allowing fast traffic behind them to safely pass them by failing to move as far right as possible, then, yeah, I agree with you here. Bicyclist should also be cited for these sorts of offenses while on a public road.
