Parents that are absent won't just suddenly show up AND take interest in their children's education. They're either too self-possessed, to busy trying to keep up with ol' Jones, in prison, doped up, deadbeat, dead, etc. to ever do anything about raising their progeny.
So while it would be great if they DID make that choice, ain't gonna happen.
