I agree with the thought, but you can't send them home if there are no parents there. Jail? Hmmm, don't we already have a whole segment of the population where underachievement and jailtime is the norm, so lets get 'em started early? Alternative/military/bootcamp type situations may be a better option - but it's expensive! I know.
