How do you weed out bad teachers? Look at the average GPA of their class if its a normal bell curve with its peak near the national average for that class and demographic the that teacher is ok. If its low there is a reason if its high their is a reason, as in markedly high or low. How do you deal with unruly children send them home if they break the law arrest the parents too let them sit in jail together. Military school may be a better option.
