How DO you weed out the good teachers from the bad, if testing is not the way? You have to have a way to measure their performance?
What do you do when parents won't/can't/don't raise their offspring to be decent people, and the system won't let teachers discipline the little brats anymore?
I know overpaid teachers and underpaid teachers, I've had good teachers and bad teachers at every level, and the system is broken. How do you fix it?
