I think two things are playing out at the same time. Neither of which involve the competency of the teachers. First they have to test on basic core stuff. So the teachers spend weeks getting kids ready to pass the test. This takes valuable time from school itself, being taught a test. My question is, if our kids are falling behind other nations, who test the test? Are we wasting time testing them, depriving them of the time needed to really teach them?

Item two is much more severe. Too many of us send our kids to school to be raised. We are roo busy to ask about homework, ensure they have a good work ethic for study. We have parents that don't even ask what subjects the kids have or when test are given. They really don't care. They leave their kids just floating on their on. Those kids have two strikes against them.

Our teachers are good but they can't raise the kids, do their homework, and then tutor them for test. The parents in the U.S. are failing their children. They need to be available, they need to care, they need to push their children to learn what the school has to offer.
