I watched it a couple o' times and after having done so didn't understand the point. One vehicle stops, the other one doesn't. Okay!

I think the point is that this a-hole was practicing a stoppie on a public street, didn't check his mirrors, and the van had to swerve out of the way to avoid missing him.

I tell you what though, if some jackass is doing dumb stunts on a public road, the LAST thing I'd be doing is crashing my own vehicle to avoid him. He better hope he has a helmet at least.

You know you wouldn't run over a fellow bike no matter what idiotic thing he was doing. You might drag him off his bike and give him hell.
