Sounds like you got bad bulbs or a wire crossed.
Fast flashing lights are usually a blown bulb or addition of LED. You say they are not LED so take that off the table.
If your certain a bulb isn't blown or damaged then check your wiring.
The only visible difference between the rear light wires is that the right pair has a piece of tape holding them together. You may have a couple of wires crossed so check your connections again.
