I'm leaning towards steering head bearings as being your problem, in fact I'm starting to wonder if those bearings should go down on the 'known problems' list for our bikes. My front end shakes too and this after going through 3 front tires, and even different wheels. This winter I'm swapping out the bearings so it'll be spring before I know if this cures the problem, but I believe it will.
