Success, at last. Although I'm a little miffed that I can't say what the problem was. I checked the float valve, the float height, and the float needle. I pulled all the jets and the idle screw, blew air threw everything and reassembled the carbs. The right side carb works now. I can only assume there was some kind of internal blockage that I blew out with the compressed air.
