I have been trying to help a guy get his 02 america running properly. He rescuded it from a failing BMW dealer who was being evicted by the police. Any way I been talking to him on the phone mostly to get it together. So I get over to his house and this thing has all the get up of a 50cc scooter. The vacuum slides are pitted up but move freely, the plastic clips that go in after the needles were over the hole in the diaphram. I got that sorted out but still not much improvement. He is reluctant to pull the carbs but I am thinking some thing is plugged up in there. It idles well but revs up like the exhaust is plugged up. He says he pulled the slip on off and ran it and it was bettr but not completely better. Any ideas of where to go next?

He will not just let me take it and fix it because he is worried about the price. I want to help him he is an old military vet and ex-cop. So I am trying to just help him without taking over.
