so assuming everything is correct, bike revs up by turning the throttle counter clock wise..I would say you just have a cable binding, there by pulling the cable and allowing the bike to rev....

when the bike is sitting on the side stand turn the handle bars each way..do the cables bind in either direction?? There should be some slack in the cables at full lock of the bars in either direction.

Take the tank off and trace the cables from the handle bar to the carbs. They should be free...The cables will follow under the back bone of the bike...do the cables come under the tank on the right side or left side (as you sit on the bike)?...is this a speed master or america (speed master cables are shorter). The cables should be lose under the back bone...

You got it! The cables are routed down the left and one of the throttle cables was running outside of the coil, pulled pretty snug. The other was running under the backbone as it should. I repositioned the stray cable, put it back together and all better. Thanks for eveyones help.
I thiught it was going to be a royal pain but ended up pretty simple. Ready to ride to work tomorrow!
