I am really confused by all of this...but at the grip the cable ends are different. One has a retaining type bolt that screws into the housing, the other has a screw retainer. The top cable is the "pull" cable so when the grip is twisted counter clock wise the cable is wrapped around the throttle tube, there by pulling the carb linkage, opening the carb slide. The other cable is the "plush" cable to push the carb linkage back....the only place I can think of is you have the two cables attached to the wrong points at the carb linkage, which you could do...so the push cable is pulling on the linkage
