The cables already cross once. If you removed your carbs (usually to rejet) and didnt pay attention to how you pulled them out you could twist them. This can cause your issue.
The fix is going to require tank removal so you can see which way to spin your carbs so you can untwist them.
Is there a possibility that you were trying to adjust at the throttle and have not done that correctly?
