I like your method of bolting from inside the fender. I went the other way, but think your plan is better.
Add a locknut before the luggage supports are on and those bolts could become permanent even when the bags are off. If I'd done that, I'd have never cross threaded my bolts when I remove my bags for maintenance.
I think I'll be making a change soon.
