As my bags tend to be on the bike most of the time and I never liked the leather flap over the fender I decided to bolt them on.
This makes them secure and pretty simple to remove if I want to.
I used 4 M8 x 80mm stainless bolts and 'nylock' nuts and some aluminum plate I had lying around.
First job was to carefully cut off the leather flaps. I slid a steel ruler under them and then sliced them off with a straight-edge and a Stanley knife.

I threaded the bolts though the fender from the inside.




I then fitted the Triumph luggage supports.




Measured up and made a couple of plates.



This tool is perfect for drilling the holes in the luggage as its easy to control and gives a perfect hole.




Plus two more for the inside.




Bags on and all tightened up.



Job done.

I like your method of bolting from inside the fender. I went the other way, but think your plan is better.

Add a locknut before the luggage supports are on and those bolts could become permanent even when the bags are off. If I'd done that, I'd have never cross threaded my bolts when I remove my bags for maintenance.
I think I'll be making a change soon.

Nice job, I have a similar setup, removed the yoke from my bags and they clamp to the rails.
I would round of the ends of the flat bar next time you have them off, just to make them perfect.

If the bolt protrudes inside to much you can allways add a vacume cap on it to avoid gashing up the back of your hand.

Using easy brackets will let you have easily removable bags that are "bolted" to the bike.
