Check the backs of the fuses where they are attached in the fusebox. i have seen them come loose and the fuse will measure fine even if not properly connected. Some of the fuse boxes on the earlier bikes (like my 2003) would wiggle apart a bit and I had to take out the fusebox and snug it all up.
A word to the wise is not necessary. It is the stupid ones who need the advice.
