A lot of those policies came from borrowers. They buy stuff on the card when they need it, including clothes. Use it for a week or so, keep it very clean. Repack it then take it back. By putting the money directly back on the card that same borrower goes and stocks up on more stuff he or she will rent for free for the next few weeks.
Formal dresses to large power tools are done this way.
Many think it is so Sears can hold the money for another week. I don't think that is the case.
