Grump,
It was in a sealed plastic bag, but the foam was dry as a bone, no slime in site. If you only have to use the bottom 2 inches of filter, do you have to oil the whole thing? And, while I'm at it..... What is this only use the bottom 2 inches of the filter thing anyway?.....
