First time I mounted my bags on the bike, I put the right bracket/bag on the left side. Like to never got it off! Couldn't close the latch to remove the key, so it wasn't fully seated. Had to beat it off with a block of wood.

Mine seem to go on and off the correct sides without a hitch. Remember the lock goes toward the rear of the bike.

It was late, and had been a long day.
