I have a buddy that is missing a leg from a crash. He is quite passionate about people who are not handicapped parking in the handicapped spaces. If he sees a violation of this (and I have seen him do this) he will call the police tip line and then go and clip off all four valve stems so they cannot leave. He carries a pair of diagonal cutters (dykes) with him at all times for this purpose. He usually leaves before the police arrive. He has gotten into it with several of the people whose cars he is making a statement on, but even with one fake leg he is pretty willing and able to kick some a**.
