Thermal long-johns under your usual leg wear are pretty good. A quick cheap alternative is a pair of your mrs' tights, just don't tell anyone you're wearing them
For a different part of your body, I cut the sleeves off an old nackered leather jacket and use it as an outer vest, bit of double insulation for the chest
