EDIT 2: His IP address is India. Most of the spammers have been coming out of China, but it's not unheard of. With Triumph starting operations in India we might see more of this sort of thing out of that country. We had a new member in Taiwan try to sign up but I got no response when I challenged him via email. Probably just going to delete that registration request altogether. I don't want to start banning more IP address ranges because I know we have legitimate members in many of these countries.
