While at full left-stop, some bikes need to have you gently 'rock' the bar off the left-stop a wee bit as you turn the key to lock the steering column. Think of 'rock' as slightly wiggling the steering (using the right grip) while the bike is on its side stand at full left.
Succinctly: Wiggle the bar while turning the key...
