Moe Knows ! I purchased a Yamaha Venture "many moons ago" from a guy in PA......When I got it back to Oklahoma , Highway Patrol inspected for my title transfer and BINGO the bike had three (3) yes three (3) vin numbers on it......the whole thing eventually go straightened out but Moe's advice is a good one...that how I personally play it now.. good luck and "happy trils to you " 
Trust the seller? Have the seller sign the Title over and ride home on his/her plate. Bill of Sale? asks the tax clerk. "Lady here's the title, I paid x grand for it." Mail plate back to seller.
