I think draining the tank and the hose on the shopvac may work.

You could also try removing the tank and rotate it a bit so you're sure the wrapper is on the petcock side, then level it back as normal. Unscrew the petcock and quickly pull it out so the remaining gas drains quickly. Maybe the wrapper will flow out with the gas.
